Introduction

I am an Information Technology Consultant with more than 15 years of IT project experience. Operating primarily in Western Pennsylvania and the North East United States, I provide a range of IT consulting and technical services to the engineering, manufacturing, professional services, higher education and energy industries. I regularly assume project leadership and execution roles in the planning, management and development of Information Technology infrastructure and information systems development projects. I focus on learning the client's business and processes, understanding their needs and requirements, assessing their resources and constraints, and help the client set expectations through effective communication, project planning and iterative execution. My project leadership experience includes identifying, documenting and managing project requirements, budgets, resources, schedules, risks, and identifying and mitigating project "show stoppers" throughout the project lifecycle. My project execution experience includes software engineering and development skills primarily using Microsoft technologies. I have participated at all levels and roles in the software development lifecycle of mission critical information systems and technologies for numerous platforms, applications and industries.

I earned a Bachelor of Science Degree in Computer Science with an emphasis in Digital Electronics and Instrumentation from the University of Wisconsin, Oshkosh, Wisconsin, in 1991 and an Associate in Specialized Technology Degree in Computer Graphics from Pittsburgh Technical Institute, Pittsburgh, Pennsylvania, in 1985. I am currently a member of the University of Wisconsin, Oshkosh, Computer Science Department Alumni Advisory Board, a member of several Alumni Advisory Boards at Pittsburgh Technical Institute, and formerly an advisor to the Community College of Beaver County Information Technology Steering Committee.

As Consultant, conducted an IT infrastructure review for the Senior Vice Chancellor of the Schools of the Health Sciences. At the time of the project, the Schools of the Health Sciences included the Health Sciences Library System, School of Dental, School of Health and Rehabilitation Sciences, School of Medicine, School of Nursing, School of Pharmacy and the Graduate School of Public Health. The objective of the project was to review the resources and systems that the Health Sciences had invested in its IT infrastructure and to determine how to reorganize the infrastructure in a way to more effectively and efficiently serve the mission of the Health Sciences. The project consisted of three phases: data collection, analysis and recommendation. During the data collection phase, I developed, distributed and recorded IT questionnaires, and conducted over 90 personal interviews with over 40 IT managers and staff members. The analysis phase of the project included querying, verification, and analysis of the available personnel, data and documentation. The most significant aspects of the Health Sciences IT infrastructure were investigated, including: desktop services; network and data center services; and application development and management services. Each area was broken down and analyzed further into people, processes and technology. The final phase of the project required the development and documentation of recommendations on the Health Sciences IT infrastructure. The recommendations were submitted to the Senior Vice Chancellor and provided guidance on how the Health Sciences could reorganize and deploy their mission-critical IT assets to better support the mission of the Health Sciences.

Employment History

I currently own and provide IT consulting services through LCISoft, Inc. I also maintain a professional relationship with Resources Global Professionals and assist them in various IT capacities on a project-to-project basis. Resources Global Professionals, the operating subsidiary of Resources Connection, Inc., a publicly owned company, is a multi-national professional services firm with capabilities across many business disciplines including finance and accounting, human resources, information management, internal audit, legal services and supply chain management.

I first learned of Resources and their local Pittsburgh office in the fall of 2003 when I was referred to them as a possible resource for future Resources IT projects. By the end of February 2004, I was well into my first Resources project. The objective of the project was to assess the resource allocation and organizational effectiveness of the IT infrastructure of a large educational institution in Pittsburgh, Pennsylvania. The project included a detailed resource and organizational review of the institution's IT people, processes and technologies, which became the basis of an assessment and recommendations report delivered to the client at the end of the project.

Since then, I have enjoyed a very good relationship with Resources and their clients, and have participated in many Resources projects performing a range of IT project roles including programmer, software engineer, business analyst, project manager and IT management consultant.

As business owner and consultant, LCISoft, Inc. is the business entity under which I currently operate as an IT Consultant. I offer services primarily in the areas of programming, software engineering, business analysis, project management, and IT infrastructure assessment, planning and management.

After resigning from Data Science Automation, I re-activated Lucarelli Consulting, Inc. and then re-named the corporation LCISoft, Inc. My responsibilities now are similar to when previously operating Lucarelli Consulting, Inc. and include:
  • Performing all business management and administration roles and tasks including: managing day-to-day operations, cash flow and payroll; managing and funding insurance and deferred savings plan benefits; and paying and reporting payroll, corporation and all other taxes.
  • Performing marketing and sales tasks including: lead generation, proposal writing and presentation, and all other marketing and sales activities.
  • Performing project consulting, project management, and various technical roles for software development projects as required.
My project leads primarily come from referrals from personal and professional relationships that I maintain with other IT and business professionals and organizations. Based on project requirements and the relationship with the client, I sometimes work as a sub-contractor or, with the approval of the client, will engage a sub-contractor to assist with a project. Data Science Automation, Inc. is a privately owned systems and software engineering firm that provides National Instruments LabView development and training services for research and industrial clients.

Data Science acquired Lucarelli Consulting, Inc. in December 2000 to expand their business automation services. Through the acquisition I, along with my employees at the time, became Data Science employees. My original position was Director, Project Consulting, Business Automation Services. I was responsible for expanding sales and consulting services for software development and information systems projects.

In August 2001, a corporate restructuring plan was implemented, which added the management and support of the company's internal IT infrastructure to my responsibilities. By the time I had resigned from Data Science in September 2002, my title had been changed to Director, Enterprise and Integration with no significant changes to my responsibilities. Lucarelli Consulting was the business name under which I initially began operating as an independent IT Consultant after resigning from ChemTech.

From January 1995 through December 1997, I worked as a sole proprietor from my home in Bethel Park, Pennsylvania. In December 1997, I formed a corporation, Lucarelli Consulting, Inc., and a few months later opened an office in the Hiras Professional Building on Lytle Road in Bethel Park. During 1998, I hired several full-time employees. We provided IT infrastructure planning, management and support services; and software engineering services covering the complete software development lifecycle. As business owner and IT Consultant, and with the help of my employees and wife, my responsibilities included:
  • Performing all business management and administration roles and tasks including: managing day-to-day operations, cash flow and payroll; managing and funding insurance and deferred savings plan benefits; and paying and reporting payroll, corporation and all other taxes.
  • Performing marketing and sales tasks including: lead generation, proposal writing and presentation, and all other marketing and sales activities.
  • Performing project consulting, project management, and various technical roles for software development and infrastructure projects as required.
In December 2000, I sold certain property and assets of Lucarelli Consulting to Data Science Automation, Inc. At the time, they were a client of Lucarelli Consulting that provided National Instruments systems development and training services. They had acquired Lucarelli Consulting to expand their business automation services and general offerings. Although I did retain legal ownership of Lucarelli Consulting, I made the corporation inactive and ceased independent consulting. ChemTech Consultants, Inc., Bridgeville, Pennsylvania
IT Systems Administrator and Computer Programmer, September 1991-January 1995
ChemTech Consultants, Inc. is a privately owned multi-disciplined industrial engineering company providing chemical, electrical, mechanical, controls, instrumentation, civil and structural engineering services.

Prior to joining ChemTech, I had recently returned to Pittsburgh from Wisconsin having completed my Computer Science degree and resigning from Marathon. I first learned of ChemTech through the local Pittsburgh Ciber, Inc. office. Through Ciber, I was hired at ChemTech as a full-time IT Systems Administrator and Computer Programmer. The position was contract-to-hire during the first six months, after which I became a regular ChemTech employee.

At the time, ChemTech had approximately 50 employees. The IT staff consisted of an IT Manager, who was also an Engineering Manager, and myself. My responsibilities included conducting in-house user group meetings and training; providing help desk services; performing hardware and software installations and upgrades; performing network administration; performing application and database programming for in-house custom CADD, project management and engineering systems; performing software development for ChemTech customer projects, which included developing and customizing SCADA (supervisory control and data acquisition) and database systems; and performing on-site system installation and startup services for customer projects.

While at ChemTech, I became more interested in systems development projects than supporting the internal IT infrastructure. The customers and project requirements included a diverse group of industries, technologies, platforms and applications. Marathon Engineers/Architects/Planners, LLC, a member of the Jaakko Poyry Group head-quartered in Finland, is a full-service, multi-disciplined engineering, architectural design and construction management firm with special expertise in pulp and paper processes.

I learned of Marathon while studying Computer Aided Drafting and Design at Pittsburgh Technical Institute. A few months prior to my graduation, a company representative came to the school to interview CADD students. After a first interview on campus and a second interview in Wisconsin, I accepted a full-time position at Marathon as a CADD Operator and was assigned to the afternoon and night shifts.

My primary responsibility was to develop computer graphics and electronic engineering drawings of electrical and process flow diagrams using Intergraph's Interactive Graphics Design System hosted on the PDP 11/70 and VAX mainframe computers.

Working the afternoon and night shifts allowed me to use mornings and early afternoons to study Computer Science at the University of Wisconsin in Oshkosh on a full-time basis. As my work experience increased, and with a few semesters of my Computer Science major completed, my responsibilities were expanded to include the customization of Marathon's CADD systems and computer programming. My additional responsibilities included developing discipline specific customized Intergraph CADD menus and programs; developing scripts and programs to automate manual tasks required during the creation of electronic engineering documents; developing graphical objects, scripts and programs to automate and standardize the use of engineering specifications; and conducting in-house user group meetings, and training users on the use of commercial and customized software.

In May 1991, I graduated from the University of Wisconsin, Oshkosh with a Bachelor of Science degree in Computer Science with an emphasis in Digital Electronics and Instrumentation. Later that summer I resigned from Marathon and returned to Pittsburgh. Click here to go to my next employer.

Q: What type of work interests you?
A: This is a difficult question to answer outside the context of an actual client and project. I love my job and enjoy most types of IT projects as my experience above reflects. I am fortunate to have been exposed to many different people, clients, industries, challenges and technologies over time. I start out evaluating every project as an opportunity to learn and grow, and really do believe in that corny saying "the reward for working hard, is more hard work". There is no specific industry, application or technology that I am currently targeting for work. I can say that I do prefer project work over performing daily routine IT operational and production type roles. There are situations where I am not a good candidate to lead or be a member of a project team: a project may require specialized skills or experience; my availability may be limited or conflict with the client's schedule; the client is seeking a lower cost solution than I can offer; or the project is obviously a "death march". With that said, I am interested in projects where the stakeholders agree that I can add value and that I am competent to perform my assigned roles in leading or executing the project.

Q: Are you willing to travel?
A: I will normally travel for client and project meetings, and the installation and transition of project deliverables.

Q: Are you interested in becoming a permanent employee?
A: I am generally not interested in becoming a permanent employee. Situations where I might become interested are those involving startup opportunities or similar types of incentives.
